stupid response. If you clean install magento without sample data inheriting from Blank in your own theme or a custom theme you won't have the contact page

Yes You are right .... the author should have mentioned it because magento 2 doesnt allow you to edit contact form but you can place a cms block on it.

I'm amazed that every. single. Magento. blog. has copied this exact article (word for word no less) without any thought to those who didn't install sample data. This is legitimately the only bit of information I've found on how to do this.

You can add cms block above contact us form as a widget but you cant edit it like that you mentioned. Actually you are editing a ready made cms static block
